We had this issue with a client and Armando made the language appear by restarting.
He says he tested in dotCMS and it was the same issue.
I don't know why we would need to restart, I think it should show up right away.

So I tested in demo.dotcms.org and it's true, I added a language and it doesn't show up in Edit Mode until we restart.
So it may be a Language Cache that we don't fill when we create the new language?

PLease test adding a language ad verify that you do not have to restart on 1.6.5.

If it works please close the issue marking as already fixed and no fix version thanx.
