Add the 400 and 402 error pages to /dotCMS/html/portal/

add the code to all the pages 400, 401, 402, 403 to redirect the client to these Virtual Links

Virtual Link Title = "cms40XPage"
Virtual Link URL= "/cms40XPage"

Just the way like the 404 works if the virtual link doesn't exist, the page should work as always, redirect to login if 401 and display the error message in all the other cases
