Content Manager - Add/Edit content - Values for category fields are being shown to Administrator users regardless of their permissions, but the values entered are being lost when saving the contentlet

For a structure with a category field, the values of that category are being shown to Administrators user even though the user does not have permissions over that category.
The user is able to select the values, and when saving the content he/she gets a success message. However, on trunk and on the EE testing branch, the values of the categories assigned by the user are actually not being associated to the content.

If the user is not an Administrator, the category values are not displayed when adding/editing a content.

If you try the same on the EE released code and on OS released code (1.7), the category values are shown to the Administrator user, and the values selected by him/her do get assigned to the content when it's saved.
