No after discussing with Will we both kind of felt like to add content to a page you need to be able to add children to the page. That is all.

Simple way should be default
System wide config where the permission can be set to containers AND page
Default is page permissions
On Page if Can Add Children then you can add Content to all Containers on the Page
The config would would require Add Children at page level AND view on container
If property doesn't exist default to simple way
