1. Move Lucene to dotsecure
2. Move RSS and Menu velocity files out of static folder in VelocityRoot to dotsercure/velocity/dynamic
3.Also move live and working here same as step 2
4. Configure location of dotsecure
Need to handle security rules within DotResourceLoader and rules in DotResourceCache.
Update RSS macors and viewtools.
